They are in the Sushupti means they are yet not part of the manifestation. They are latent, dormant, hidden. Man cannot remain awake in these realms.
In the making means manifesting as the kosha for the individual human being. It means embodied life should be governed by these consciously and the individual fully conscious of these even as he is presently aware of the other three.
